		<description>Dong, we also previously lived in apartments and didn't pay a water bill until our previous apartment. We did, however, pay a gas bill, so using lots of hot water would have taxed us that way.</description>

		<description>Around here, most of us have wells.  That means no water bill... although, of course, we have the expense of drilling a well (if we build our own home).  Interestingly, however, having or not having a well does not seem to affect the price of a home on the market.  I suppose most people do not see the long-term financial benefit of well water.  It's important to note, too, that most wells in this area produce water that's superior in quality to our local city water.</description>

		<description>Interestingly most people in the UK don't have water meters, they pay for their water based solely on the value of their house in 1990-1 (year of valuation for various historical reasons). Funnily enough, there's little incentive to not use up water, although you can get a meter fitted for free if you'd like.</description>
